የኮልሜ ወረዳ ኢኖቬሽንና ቴክኖሎጂ ጽሕፈት ቤት ፈጠራን ለማጐልበት፣ የዲጂታል ልውጠት (ትራንስፎርሜሽን) ለማገዝና የእውቀት መር ማኅበረሰብ ለመፍጠር የተቋቋመ መንግሥታዊ ተቋም ነው። ጽሕፈት ቤቱ በዋናነት መንግሥት ለዲጂታል ትራንፎርሜሽን የሰጠውን አገራዊ ራዕይ ለማሳካት የብኲሉን ድርሻ ለማበርከት የተቋቋመ በመሆኑ የማኅበረሰቡን የዲጂታል ክህሎት ለማሳደግ፣ ግንዛቤ ለመጨመርና አዳዲስ የፈጠራና የቴክኖሎጂ ምርቶችን ለማስተዋወቅ አበክሮ ይሠራል። በተለይ ጽሕፈት ቤቱ ወጣቶችን፣ አርሶ አደሮችን፣ ሴቶችን፣ ተማሪዎችን፣ ተቋማትን እና የንግዱን ማኅበረሰብ በዲጂታል ክህሎት የማሳደግ ራዕይ ሰንቆ እየሠራ ይገኛል።
